שלום לחברי וחברות הסגל,

לאחר חודשים ארוכים שבהם אין התקדמות במו"מ על הסכם שכר חדש, אנחנו נאלצים לחזור ולנקוט בצעדים ארגוניים. מצורף מכתב מפורט מהמועצה המתאמת של ארגוני הסגל. 

הצעד הראשון הוא שביתת אזהרה שתתקיים בכל האוניברסיטאות ביום שני, ה-1 במאי במסגרתה חברי הסגל לא יקיימו הוראה. בהמשך השבוע יתקיימו שביתות הוראה נוספות, בכל יום במוסד אחר. באוניברסיטה העברית שביתת ההוראה הנוספת תתקיים ביום חמישי, ה-4 במאי.

שביתות האזהרה בימים שני (1.5) וחמישי (4.5) כוללות הפסקת לימודים בכל התארים, בכל ההכשרות הקליניות והמעשיות, ובכל הקורסים ותכניות הלימודים בהם מלמדים חברי הסגל האקדמי הבכיר. כמו כן, חברי הסגל האקדמי הבכיר לא יקיימו תרגולים ומעבדות.

ככל שגם במהלך שבוע זה לא יגיעו אתנו להסכמות על מסגרת תקציבית הוגנת לתיקון השחיקה בשכרנו בהסכם שכר חדש, ניאלץ להחריף את הצעדים. לצערנו, אם לא תהיה התעשתות מהירה של ור"ה ולא תפסק ההתנכלות המכוונת לאקדמיה ולחברי הסגל, שנת הלימודים הנוכחית עלולה לרדת לטמיון. אנחנו מצפים מור"ה בכלל, ומהנהלת האוניברסיטה העברית בפרט, להתייצב באופן מלא לצד הסגל האקדמי, להפסיק את גרירת הרגליים במשא ומתן הארוך והבלתי מתקדם, לדרוש הבאת מסגרת תקציבית לשולחן הדיונים ולהפסיק לשתף פעולה עם משרד האוצר במהלך משותף שמטרתו להחליש את הכח הארגוני של חברי הסגל, תוך פגיעה, הן באיכות ההשכלה הגבוהה בישראל, והן בחופש האקדמי של חברי הסגל.

Dear faculty members,

After many months during which the salary negotiations have not progressed, we have no choice but to take action in protest. Attached please find a detailed letter from the university union’s coordinating council.

The first step we will be taking is a warning strike on Monday, May 1^st, during which senior faculty members will refrain from all teaching activities. In the days that will follow, additional warning strikes will take place, each day in a different university. The Hebrew University’s additional teaching strike will take place on Thursday, May 4^th.

The warning strikes on Monday (May 1^st) and Thursday (May 4^th) include all teaching activities, for all degree programs, including clinical training programs, and any other teaching activities for which senior faculty members are responsible. Senior faculty members will also refrain from running exercises and labs.

If during this week a fair budget framework will not be proposed for correcting the erosion of our salaries, we will have no choice but to engage in more severe actions. Unfortunately, if the university heads (i.e., “VERA”) will not change course, and without the cessation of the deliberate divisive actions against academia and the faculty members, the current academic year is in jeopardy of being lost. We expect VERA in general, and the Hebrew University’s management in particular, to stand side-by-side with the faculty, refrain from the ongoing foot-dragging in the futile negotiations, join us in the demands for a fair budget framework, and end the collaboration with the Ministry of Finance’s ongoing attempts to weaken the faculty unions, which will harm the quality of Israel’s higher education system and faculty members academic freedom.
